Chander Prakash was born in Arya Nagar, Hisar, Haryana. His father was Shri Arjun Lal. He completed his B. Com from D.N. College, Hisar, and later pursued LLB from Kurukshetra University (in 1978 and 1981 respectively).

He joined the Haryana Civil Services (HCS) in 1983 and was promoted to the Indian Administrative Service (IAS) in 1995. Throughout his career, he served as SDM and Deputy Commissioner in districts like Mewat, Rewari, Karnal, Mahendergarh, and Jhajjar. He also held important roles such as Director General and Secretary in departments like Transport, HAFED, and Women Development Corporation. He retired in 2017 as State Information Commissioner.

His family also had political roots—he is the nephew of former MP Pandit Ramji Lal, who was a close associate of Chaudhary Bhajan Lal, a towering political figure of Haryana.

In 2024, Chander Prakash entered politics and contested the Adampur Assembly seat as a Congress candidate. In a historic win, he defeated BJP’s Bhavya Bishnoi by 1,268 votes, ending the 56-year-long hold of the Bhajan Lal/Bishnoi family on this seat.
